It doesn't proc judgment of light or wisdom, but it procs everything else (enchant procs and weapon-based procs, armor-based procs untested) with the only other exception being Shadow Oil (it does double-proc Frost Oil and Dragonbreath Chili for some reason though). Even with more proc gear I don't think it'd send my dps through the roof, but that is something to look out for.
